After 2 years of research and discussion the Board of Directors is moving forward with the sub metering of the water at University Woods. The contractor for the project will be Guardian Water and Power. The project is slated to begin on May 1, 2017 and the billing to begin July 1, 2017. A metering device will be installed in each unit at the hot water heater. The meter will automatically send usage updates to a centralized system for billing. A few of the benefits of the system is we will have real time updates on water usage so unusual water usage will show up quickly and can be addressed. The water bills for University Woods are over $220,000.00 per year. We also expect the water usage to drop when the owners/residents are responsible for the water usage rather than it being a common cost.
The HOA will pay for the meters and the installation above the $300.00 special assessments that the owners paid. The water will be measured and the bill will be sent to the owner or tenant as chosen by the owner. The water will be metered in each unit and the water charge will be exactly what the City of Raleigh bill charges plus $4.25 per month for the billing charge by the monitoring company. The savings will allow the HOA to increase reserves for upcoming expenses. This will require the unit owner or residents to pay for their unit’s water usage and will allow the Board to redirect our resources to other important items such as new roofs, parking lot repair, painting of common areas, landscape upgrades and the further strengthening of our reserves.
What we will need is a key to your unit or access all day the day of installation plus another day for inspection by the City of Raleigh. In addition, we will put the water bill for that unit in the name of the owner or the tenant. A form from Guardian will be sent in the near future. At that time put the name and address of the responsible party on the form. However, please understand that if you put the billing in the tenant’s name, and they do not pay the bill, the unit owner is ultimately responsible for payment.
Guardian expects to start on the project in May 1, 2017. The installation time they project is 9 to 11 days for completion. It will take approximately 2 hours to install each meter and the water will be off to the building most of the day of installation. We will be putting up notices in the community notifying residents as the process progresses as well.
